This book analyzes how some countries have implemented social policy reforms in terms of guaranteed social rights, thus moving from simply stating the adherence to soial, economic, and cultural rights to the actual process of attaining them. The social guarantees approach, then, is an effective alternative to improve social service provosion that can lift populations out of poverty, create greater social equality, and make for more functional and effective democratic governance. This social guarantees approach marks a significant step forward in the debate on social policy. It moves beyond the conventional ideas of focusing strictly on the poorest and most vulnerable of society to an innovative instrument that building citizenship, guarantees opportunity for all, and strengthens our societies-all pillars of democratic governance.
