The book consists of 10 chapters about the efforts of the Labor Government to influence the private sector of industry through Development Councils and the resulting collision with existing trade associations, the introduction of democracy and element into industry and the rival attractions of co-partnership and protfit sharing, the limits of re-distribution of the National Income through taxation, the effort of the Government to secure the cooperation and enthusiasm through Public Relations organization and the growing efforts of big business to create hostile public opinion towards the Government's policy, and the focussing of big business opposition to the process of social change by democratic means to the issue of the extension of public ownership up to the limits of the 1945 Programme.
