This book discusses the limits and possibilities of Congress and its relation to the larger society. The book consists of seven chapters divided in three parts about approaches to the study of Congress such as assumptions and Congress in context, three case studies which are the Congress' role and the international context of the foreign policy with Cuba, higher education domestic policy, the contect of reform in reconstructuring Congress, and the limits and possibilities of Congress.
