This book is a collection of essays about the factors that would influence Congress in the 1980s and incorporated events since 1977. The book consists of 18 essays about patterns and dynamics of Congressional change such as Senate into the 1980s, change and consolidation in the House, songressional dynamics and the decline of competitive congressional elections, congressional career in the 1970s, and House and Senate Committee reorganization, congressional processes and institutions such as house party leadership in the 1970s, congressional committees in the policy process, coalition politics in the House of Representatives, congressional caucuses and the politics of representation, agenda and alignment change in the House of Representatives during 1925-1978, the politics of the congressional budget process re-examined, congress and the new obstructionism in energy program, executive-congressional conflcit in foreign policy, structures and incentives in congressional oversight, a mismatch of incentives and capabilites in congressional control of the bureaucracy, and congress in the 1980s such as the crisis of competence in government, the limits and possibilities of Congress, and the crisis of legitimation. This book is suitable for research on the Congress of the United States and the factors that influenced it in 1970s and 1980s.
